The Context

In a regulated professional services environment, compliance learning has historically meant one thing: completing the mandatory modules before the deadline. Completion rates were tracked. Competence was assumed. The FCA's rising expectations — focused not on how firms train, but on whether they can demonstrate genuine competence — were making that assumption increasingly difficult to sustain.

Deloitte came to Cognexo with a clear challenge: how do you move from a model built on completion to one built on proven, continuous readiness — without adding to the burden on people's working day?

The Challenge

What the old model couldn't answer

Deloitte identified four fundamental gaps in their existing approach to compliance learning

The LMS showed 100% completion. Nobody could demonstrate whether knowledge had actually landed, whether behaviour had changed, or whether people were genuinely ready to apply it when it mattered.

Pulling busy professionals out of client-facing work for mandatory compliance modules created friction and resentment. The format itself was undermining the intent — people completed training to get it out of the way, not to embed knowledge.
